The billboards around Indianapolis that have had us all stumped have finally revealed their hidden meaning. Citizens Gas is boasting that Indianapolis has lower gas rates than the cities named, leaving Cincinnati Incensed, Philly Furious, Cleveland Cranky and Baltimore Bitter.
